A Great Day for Public Safety Officers

After 12 years, the U.S. House of Representatives passed a bill extending collective bargaining rights to police, firefighters and other first responders in all 50 states.

The Public Safety Employer - Employee Cooperation Act (H.R. 980), approved 314-97, allows public safety workers to join unions and bargain over wages and workplace matters. The bill was originally introduced in 1995 and subsequently introduced every year. It will now go to the Senate. Read More...

Supplemental Bargaining

Supplemental Bargaining for Corrections has successfully yielded eleven non-economic items relative to safety, security, health and efficiency tentatively agreed to with the State Administration. In addition to these, the Corrections bargaining unit will receive a $3/hour raise.

To actually realize the raise, the legislature must authorize funding this next session. If the bill supporting the the raise passes, then Corrections should receive it in their second pay period after July 1, 2007.

3422 Central Sub Local

The stewards meeting will be on the first and 3rd Monday of every month

General Meeting will be held on the first of every month, 5:00 CIC room, Los Lunas

3422 Roswell Sub Local

The Roswell sub local is going to be holding nominations and elections at the prison on January 25th from 1:30 to 4:00 pm.

3422 PNM Sub Local

PNM sub local has their meetings every third Wednesday of the month at the Santa Fe hall from 4 to 7 pm starting in February 2007.

State Labor Management Committee

AFSCME Statewide Labor Management Committee (LMC) 2008 Schedule

All meetings will be scheduled for the second Thursday of each month and the locations will alternate between AFSCME and State agency locations. The meetings will start at 1:00 pm and end at 4:00 pm.

  • January 10th – State agency (NMCD)
  • March – 13th – AFSCME Union hall in ABQ
  • May – 8th – State agency (to be announced)
  • July – 10th – AFSCME Union hall in ABQ
  • September – 11th – State agency (to be announced)
  • November – 13th – AFSCME Union hall in ABQ

It is the mission of the labor management committee to promote an atmosphere of mutual respect and trust in the workplace and to advance the welfare of all state employees. This will be done by:

· Building and maintaining a cooperative relationship to foster effective dialogue,
· Working conscientiously, amicably and equitably toward advancing shared goals,
· Collaboratively resolving mutual issues using interest-based problem solving.

We pledge our joint best efforts to make this mission a reality.

This committee is free to address, without restriction, any topic of mutual interest or concern which affects working conditions of bargaining unit employees. If you should have any concerns please let us know, so the committee can addressed your issues. However, please make sure your local President is aware of any concerns you may have.

Authorization Forms for State Employees

Authorization forms for State Employees to pay dues or fair share fees to Council 18 can now be downloaded from the website. Membership dues and fair share fees can automatically be deducted and transferred to Council 18, if members submit their authorization forms to their agency's main Human Resources office and send a copy to Council 18.

Council 18 Working for You!

Council 18 continues to devote a major portion of its time, effort, and money toward servicing locals.

The Council supports the locals in six major areas of servicing:

  •  Grievances, disciplinary actions, and  prohibited practice claims
  •  Proactive relations with city, county, and state  officials regarding policies
  •  Lawsuits
  •  Trainings, including steward trainings and safety trainings
  •  Safety inspections and advice
  •  Contract negotiations

Grievance Form

Guidelines for Writing a Grievance

  •  State the grievance in a concise description of the basic facts and information
  •  Don't include statements of personal opinion
  •  Don't include your evidence or arguments in the case - save those for when you meet with management
  •  List any and all management violations of the contract, work rules, etc., which apply; after you list specific contract articles, you may want to include a phrase such as "and all other applicable sections of the contract." This allows the chance to expand your arguments should additional details become known at a later time.
  •  Clearly state the desired remedy (that is, exactly what the grievance and/or the union want as a solution to the problem); make sure you ask the grievant what he/she wants before writing the remedy.

New State Personnel Board Rules

The Personnel Board adopted changes to these rules as they relate to suspension and the pay upon suspension. Agencies may no longer reduce someone's pay as a form of delivering a suspension. Suspension is now only time off the job. New rules are effective Friday March 31, 2006.
